Duties and responsibilities:

i.Steering science and technology research in HEIs;

ii. Encouraging HEIs to participate in the development of national innovation systems, and coordinating and guiding the implementation of major national science and technology projects undertaken by HEIs;

iii. Guiding the development of scientific and technological innovation platforms, and the integration of industry, education, and research in HEIs; 

iv. Providing overall planning, coordination, and guidance for network security and informatization of the education system.
