The development of special needs education is an important indicator of a country’s overall education quality. It is the government and the society’s responsibilities to protect special children’s right to life, right to development and right to education. Special needs education is also an indispensable part of education as a whole. Continuing education serves the basic needs of a modern society. Currently, we have established open universities and continuing education institutions and organized self-taught higher education examinations. As a next step, we need to further promote a balanced and parallel development of on-the-job training and vocational education, to improve the educational attainment and skills of the labor force.
